Recently, the Ministry of Industry and Information Technology, together with the Ministry of Human Resources and Social Security, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, and the State Administration for Market Regulation, jointly issued the "Opinions on Promoting the High-Quality Development of Historical and Classic Industries" (hereinafter referred to as the "Opinions"). On September 7th, Shan Gangxin, Director of the Intangible Cultural Heritage Department of the Ministry of Culture and Tourism, pointed out at a press conference held by the State Council Information Office that the "Opinions" explicitly propose to "promote the diversified and integrated development of historical and classic industries," which not only meets the needs of industrial development but also aligns with the contemporary requirements of cultural inheritance. The Ministry of Culture and Tourism will coordinate the empowering role of culture and the driving role of tourism to broaden the development space of historical and classic industries in three aspects:

In terms of the protection and inheritance of intangible cultural heritage (ICH), we will further promote the systematic protection of ICH, implement ICH-driven consumption initiatives, and integrate ICH into people's lives through "ICH in the community." This will be achieved by organizing ICH food fairs, brand promotion weeks, and pilot projects to improve the quality and efficiency of ICH workshops. We will continuously deepen resource integration, promote ICH products to airports, high-speed rail stations, and duty-free shops, and explore new contemporary ways of expressing and rationally utilizing ICH. Simultaneously, we will strengthen the digital protection of ICH, focusing on living heritage, scene adaptation, and digital empowerment. We will cultivate a number of immersive and interactive new ICH inheritance experience scenarios, allowing historical classic industries such as silk, tea, porcelain, and the Four Treasures of the Study to integrate into people's daily lives in a more vivid, lively, and accessible way, thus empowering a better life.

In promoting the integration and innovation of business models, we will deepen the integration of "culture and tourism + all industries" and "all industries + culture and tourism," and encourage the creation of high-quality cultural products such as films, animations, and performances based on historical classic industries. We will support the development of cultural and creative products and tourism products based on cultural relics and intangible cultural heritage resources, and promote the iterative upgrading and fashionable dissemination of historical classic industries. At the same time, we will rely on cultural industry parks and nighttime cultural and tourism consumption spaces to carry out performances, markets, and experiential activities, promote the integration of historical classic industries into scenic spots, streets, resorts, and key rural tourism villages, cultivate brands such as "traveling with intangible cultural heritage" and "appreciating intangible cultural heritage through movies," continuously innovate consumption scenarios, enrich the supply of high-quality cultural and tourism products, and allow tourists to touch history and appreciate craftsmanship during their travels.

In terms of strengthening publicity and promotion, we will adhere to a combination of "bringing in" and "going out," supporting the inclusion of historical classic products in the recommended lists of "City Gifts," "Rural Goods," and "Intangible Cultural Heritage Goods," and promoting them at the "Five Goods" Intangible Cultural Heritage Fair. These "Five Goods" are "beautiful to look at, delicious to eat, pleasant to listen to, fun to play with, and useful to use." With the continued rise of "China Tourism" and "China Shopping," we will launch a series of themed inbound tourism routes and products, making classic historical products visible, purchasable, and portable. Relying on brand activities such as "Colorful Chinese Festival Goods," "Intangible Cultural Heritage Celebrates the New Year and Discovers the Taste of the Chinese New Year," and "Happy Spring Festival," we will showcase the ingenuity of traditional crafts and the auspicious festival culture to people at home and abroad, spreading Chinese aesthetics and telling China's story to the world.
