On the evening of August 21, in response to the recent incident of "passengers buying tickets, reserving seats, and placing snacks on them," China Railway Chengdu Group Co., Ltd. (hereinafter referred to as "Chengdu Railway Bureau") issued a statement explaining that, according to laws, regulations, and relevant provisions, if a passenger purchases a ticket but fails to board the train, it is considered that the passenger has not exercised their right to use the seat during the designated period. Furthermore, based on the principle of privity of contract and railway passenger transport rules, no third party can occupy or dispose of the seat. Passengers with special needs can explain their situation to train staff. Chengdu Railway Bureau apologized in the statement for the unpleasant travel experience caused by inadequate passenger service.

In a statement, the Chengdu Railway Bureau explained that, after investigation, the train in the video was train K1156 from Shanghai to Chengdu West on August 16th, operated by the Chengdu Passenger Transport Section of the Chengdu Railway Bureau Group Co., Ltd. On that day, three passengers purchased tickets for three hard-seat seats (005, 006, and 007) in carriage 6, traveling from Shanghai Station to Nanchong Station. Two of the passengers boarded the train and sat according to their seat numbers, placing snacks in the empty seat (006) corresponding to the ticket of the passenger who had not boarded. During the journey, a passenger in the same carriage with a ticket without a seat number requested to sit in the empty seat (006) and asked the train conductor for assistance. After verifying the ticket purchase and seat situation, the train conductor suggested that the two passengers resolve the issue themselves. The negotiations failed, and other passengers recorded the incident on video and posted it online.

Chengdu Railway Bureau stated that in this incident, the passenger corresponding to seat number 006 did not check in and board the train, thus relinquishing their right to use the seat in the section of the train currently in operation. The other two passengers were also not allowed to occupy or dispose of the seat. Train staff should coordinate and handle the situation according to the actual circumstances on site.

Chengdu Railway Bureau stated that it will continue to strengthen employee training, improve passenger transport regulations and systems, and optimize passenger transport service products to better meet the travel needs of passengers. (Source: China.com)
