Shanghai's crackdown on taxi irregularities has led to a decrease in fare refusal rates at Pudong and Hongqiao airports.
On July 7, reporters learned from the Shanghai Municipal Public Security Bureau Airport Branch that, in response to passenger complaints about taxis abandoning or refusing passengers at the airport, the Shanghai Municipal Public Security Bureau Airport Branch, together with the Shanghai Municipal Transportation Commission Enforcement Team and relevant airport departments, formed a special task force to jointly carry out a special rectification campaign.
Since the end of March 2026, more than 100 taxi drivers who violated regulations have been subject to administrative penalties; the refusal rate at Pudong and Hongqiao airports has decreased by 54% and 84.29% respectively compared to the same period last year.
It is reported that Shanghai Airport Police, together with the Shanghai Municipal Transportation Commission and relevant airport departments, are carrying out phased "small-scale" rectification actions with a high frequency of "daily routine + weekly special" operations.
During the operation, based on 110 emergency calls and complaints, the police thoroughly investigated clues such as taxi drivers fraudulently obtaining short-distance driving qualifications, and proactively discovered a series of illegal activities stemming from taxis abandoning passengers, including dismantling in-vehicle GPS devices and using cheating software. Simultaneously, electronic displays at taxi pick-up and drop-off points and airport taxi waiting areas were set up as "exposure platforms" to promptly publicize the handling of drivers who violated regulations, creating a strong deterrent effect.
Currently, the illegal practice of fraudulently obtaining short-haul compensation at Shanghai's two major airports has been effectively curbed. The proportion of short-haul orders at Pudong Airport has decreased from 28% to 19%, and at Hongqiao Airport from 24.1% to 13.46%.
On May 10 this year, the self-regulatory management mechanism of the hub restricted list, jointly launched by the Shanghai Municipal Transportation Commission, the taxi industry association, station management units and various taxi companies, was officially implemented, which has enabled the hub taxi operating environment to be improved in all aspects.
Data shows that the number of incidents of drivers refusing to obey on-site dispatch, which were previously frequent, has decreased by nearly 50%; the refusal rate at Hongqiao Airport has decreased significantly by 84.29% compared to the same period last year, and at Pudong Airport it has decreased by 54%, resulting in a significant improvement in the passenger travel experience.
The special campaign has effectively improved the service image of Shanghai's two major airports and the level of urban traffic management. The operating environment for compliant drivers is now fairer and more just, and the travel environment for passengers is more standardized and orderly, resulting in a significant improvement in their sense of security and experience.
According to statistics, from May 10 to September 2, the number of complaints and petitions related to taxis at Pudong Airport decreased by 46.38% year-on-year, and the operational service issues that passengers strongly complained about have been effectively improved.
Shanghai police stated that they will work with the Transportation Commission's Enforcement Team and relevant airport departments to further solidify the joint enforcement mechanism, maintain a strict enforcement stance, continuously address various irregularities in taxi and ride-hailing operations, consolidate the results of the crackdown, effectively protect passengers' travel rights, and optimize airport transportation operations.
