On August 26, the launching ceremony of the Hunan Provincial "Ecological and Environmental Law Code" popularization campaign at the grassroots level and the first lecture in Wugang City were held at Wugang No. 1 Middle School. The event was hosted by the Hunan Provincial Ecological Protection Volunteer Service Federation, the Hunan Provincial Environmental Resources Law Research Association, and the Wugang Municipal People's Government, aiming to promote the spirit of the law code at the grassroots level, benefit the masses, and contribute to the construction of a beautiful Hunan. More than 200 people participated, including members of the Wugang Municipal Ecological and Environmental Protection Committee, representatives from various townships (sub-districts), key enterprises, the Wugang Branch of the Shaoyang Municipal Bureau of Ecology and Environment, and environmental volunteers.

At the launch ceremony, an appointment ceremony was held for the Hunan Provincial Grassroots Publicity and Promotion Team for the "Ecological and Environmental Law Code". Liao Jian, member of the Standing Committee of the Wugang Municipal Party Committee and Minister of the Organization Department, said in his speech that this event accurately addresses the needs of enterprises in the park and front-line operations. Through expert lectures, lawyer Q&A sessions, online consultations, and pairing assistance, it provides professional support for enterprises to prevent legal risks, adapt to new regulations, and achieve green transformation. It is a pragmatic move to serve market entities and promote high-quality development.

Professor Song Haiou, an environmental law training instructor from the Ministry of Ecology and Environment and a professor at Hebei Environmental Engineering College, delivered the first lecture. She systematically explained the legislative background, core features, sources of content, new additions, a summary of the content, and highlights of the code. Combining specific cases and interactive Q&A sessions, she provided practical suggestions on topics such as presumption of fault, statute of limitations for liability, the principle of applying the old law with leniency, aggravated or mitigated penalties, and general provisions. The lecture was met with enthusiastic response.

Zhou Zhijun, chief engineer of the Shaoyang Municipal Bureau of Ecology and Environment, fully affirmed the legal education mechanism of "offline centralized lectures + online daily services." Using social organizations as a bridge, the lecture team of lawyers and experts provides regular legal consultation services to enterprises and grassroots communities in the form of volunteer services, extending legal education from the venue to everyday life, ensuring uninterrupted service and continuous consultation.

Li Wencai, former Deputy Secretary-General of the Provincial Party Committee and President of the Provincial Ecological Protection Volunteer Service Federation, stated that the rule of law is the best business environment, and volunteer service is an indispensable social force for ecological civilization construction. Transforming "laws on paper" into "laws in action" requires the joint efforts of the government, social organizations, enterprises, and every citizen. The Federation plans to hold 20 public legal education events in 20 counties and districts across the province over 18 months to promote the spirit of the Ecological and Environmental Protection Code into industrial parks, enterprises, and grassroots communities, helping everyone to accurately understand the new regulations of the code as soon as possible.

It is understood that this grassroots legal education campaign closely follows Hunan Province's "Enterprise Service Year" work plan and innovates the legal education model. The subsequent outreach team will travel to counties and districts throughout the province to conduct legal code interpretation, provide guidance on law enforcement and judicial practices, and offer public interest legal education services, thus bridging the "last mile" from the written law to its implementation at the grassroots level.
