Affected by Typhoon Zitan, the 19th typhoon of this year, Chongzuo City in Guangxi Province experienced continuous heavy rainfall, causing rivers to swell in some areas and significantly increasing the risk of geological disasters on mountain slopes and near water. To ensure the safety of tourists and residents, on the 23rd, several scenic spots, venues, cruise ships, and amusement projects in Chongzuo, including the Detian Transnational Waterfall Scenic Area, Friendship Pass Scenic Area, and Dalian City Scenic Area, issued temporary closure, suspension of ferry services, and suspension of operations.

The recent heavy rainfall in Chongzuo City was mainly concentrated in Ningming and Pingxiang. Statistics show that from 8:00 AM on August 22nd to 8:00 AM on August 23rd, one township in Chongzuo received over 250 mm of rainfall (Nanan in Ningming received 264.8 mm), 47 townships received 100-250 mm, 20 townships received 50-100 mm, 5 townships received 25-50 mm, and 5 townships received 10-25 mm.

In Ningming County, according to local hydrological monitoring, as of 8:00 AM on August 23, the water level of the Mingjiang River in the Ningming County section reached 120.09 meters, exceeding the warning level by 4.09 meters (the warning level is 116.00 meters). It is expected that the flood peak water level in the county section will reach around 122.00 meters around 9:00 AM on August 24.

At 2 PM on August 23, the water level of the Zuojiang River in Longzhou County was 121.03 meters (warning level 117.20 meters), exceeding the warning level by 3.83 meters. The water level of the Ping'er River was 141.48 meters (warning level 138.00 meters), exceeding the warning level by 3.48 meters.

Longzhou County has implemented a "one-site-one-policy" approach, targeting high-risk areas such as narrow rivers, flooded bridges (roads), and areas near slopes and cliffs, as well as densely populated and key protection sites such as construction sites, guesthouses, scenic spots, elderly care institutions, schools, and hospitals. Evacuation and relocation plans have been clearly defined for each location to ensure that everyone who needs to be evacuated is evacuated without exception. As of 7:00 AM on August 23, Longzhou County had evacuated a total of 1,834 households, comprising 5,033 people, of whom 194 were centrally resettled. No casualties have been reported in the county.

Affected by Typhoon Zitan, Pingxiang City experienced continuous heavy rainfall, with the city's maximum cumulative rainfall reaching 314 millimeters. Some sections of the urban area suffered from waterlogging and silt accumulation, which had a certain impact on urban traffic and people's production and daily life.

As the rain gradually subsides, Pingxiang City has shifted from "flood prevention and disaster relief" to "post-disaster recovery" mode, focusing on road clearing, environmental remediation, restoration of order, and elimination of hidden dangers, and making every effort to accelerate the restoration of urban functions and minimize the impact of rainfall on people's livelihoods.

Meteorological authorities predict that, affected by Typhoon Zitan (No. 19 of this year), rainfall will persist in Chongzuo City and the main catchment areas of the Zuojiang River upstream (northern Vietnam) until the 24th. Local authorities need to continue strengthening patrols and hazard mitigation at potential disaster sites, paying attention to the cumulative effects of upstream rainfall, and preparing for cross-border floods, flash floods, geological disasters, urban and rural waterlogging, and ensuring the safe passage of reservoirs through the flood season.

Chongzuo officials emphasized that the current flood and typhoon prevention situation is severe, the task is arduous, and the responsibility is heavy. All levels of government and departments in Chongzuo must strengthen the responsibility for flood prevention and control at every level, and implement all flood prevention measures meticulously. They must strengthen coordination and collaboration among emergency response, hydrological, and meteorological departments, enhance information sharing and consultation, and form a powerful synergy of joint prevention and control. They must strengthen "human defense + technical defense" patrols, focusing on geological disaster hazard points, reservoir dams, low-lying and flood-prone areas, and construction projects, increasing the frequency of patrols before and after rainfall to resolutely prevent secondary disasters. They must strictly implement the early warning and response and evacuation mechanisms to ensure that everyone who needs to be evacuated is evacuated, and no one is left behind. They must maintain the on-duty readiness of fire, rescue, and emergency response forces, and ensure sufficient emergency rescue materials are available to guarantee the city's safe and stable passage through the flood season.
