The "Regulations of the State Council on Exit and Entry Administration" (hereinafter referred to as the "Regulations") will come into effect on September 15, 2026. The Regulations, comprising 19 articles, aim to standardize exit and entry administration, protect the legitimate rights and interests of exiting and entering personnel, and safeguard national sovereignty, security, and development interests. Recently, numerous online interpretations of the new regulations have claimed that "exit will be comprehensively tightened in the future, making it more difficult for ordinary people to leave the country," drawing attention. However, authoritative statements from officials of the Ministry of Justice, the Ministry of Public Security, and the National Immigration Administration clarify that the aforementioned claims are misinterpretations of the revised laws and regulations.

The official response to reporters clarified that the "Regulations" were issued to address "problems that have occurred in practice, such as people being deceived into leaving the country or fabricating reasons to illegally leave the country to engage in illegal activities such as cross-border gambling and telecommunications fraud, which seriously endanger the lives and property of the people, or illegally transferring technology abroad after leaving the country, endangering national industrial and technological security." The relevant regulations target illegal cross-border personnel and do not target ordinary citizens with legitimate needs to leave the country.

In response to public concerns regarding exit permit processing, officials from the three departments clarified in a Q&A session with reporters that the regulations require that "the reasons for applying to exit the country must be truthful and legal, and applicants must cooperate with immigration authorities to verify their identity and the reasons for their application; the regulations stipulate that the issuing units and individuals must be responsible for the authenticity of the invitation content; for those who provide false materials or make false statements, immigration authorities have the right to decide not to issue exit and entry documents or to deny them exit; on the other hand, in accordance with the authorization of the Exit and Entry Administration Law, the regulations improve the circumstances under which exit is prohibited," meaning they do not restrict normal exit. my country upholds the right of citizens to exit and enter the country lawfully. Citizens applying to exit the country for legitimate reasons such as tourism, visiting relatives, business, or studying, and meeting the legal requirements, can normally apply for exit and entry documents, and their normal exit activities are not affected.

In summary, the new regulations do not restrict the travel of ordinary citizens, but rather serve as a preventative measure against high-risk destinations and individuals with unusual travel patterns, safeguarding the personal and property safety of the public.
